Media chronology: what will be the virtuous platforms?
According to le Figaro, the Hinin report on the chronology of the media should provide a new window into gold for the so-called "virtuous" SVOD platforms. But what is virtue and what are the platforms who will benefit?
Although the report is not yet official, since it will be given by its rapporteur Dominique of Hinin to Françoise Nyssen, Minister of Culture and communications on March 9, the Figaro information feed into debates and raise many questions. While it is relegated to the bottom of the current timeline to
36 months, the SVOD would make a leap forward in 30 months to position themselves at 6 months of age, as the first window of the Pay TV, which she would win 4 months since she is currently positioned to 10 months.
The price of virtue To enjoy this window into gold, SVOD platforms comply, according to le Figaro, 5 criteria:
The French law (Decree SMAD which quotas of works)
Make an agreement with the CSA (like TV channels)
Pay the tax CNC
Agreements with professionals
Pay a monthly amount (contribution, tax?) by Subscriber of €3,50.
Measures that are modeled on those of pay TV, especially on agreements signed in 2015 between Canal + and the professionals of the cinema. Section 3.3 of this agreement refers only to "Canal + is committed to ensure that the amount of obligations for the acquisition of cinematographic works feature European and French original expression (...)" is not less than the highest amount between: the sum resulting from obligations expressed as a percentage of its total annual resources and at 3.61 euros HT per month, per subscriber to Canal + for cinematographic feature works European, including at least 2.73 euros HT for the works of French original expression feature. "The guaranteed minimum will be calculated in proportion to the reference of the monthly channel subscription price +."
